Shaheed Bhai Jaswant Singh Khalra (1952–1995), a beacon of human rights advocacy, was born in the village of Khalra, Tarn Taran, Punjab. A courageous and dedicated human rights activist, he fearlessly uncovered the dark truths of extrajudicial killings and secret cremations carried out by the Punjab Police during the militancy period in Punjab.

In 1985, while serving as a bank director in Amritsar, Khalra began his journey into activism after noticing the disappearance of a friend. His investigation led him to municipal records, where he uncovered evidence of thousands of Sikhs who had been abducted, killed in fake encounters, and cremated as “unidentified” by the police. His research revealed that over 25,000 Sikhs were illegally executed and secretly cremated between 1984 and 1994. This included not only civilians but also approximately 2,000 police officers who refused to comply with unlawful orders.

Khalra’s fearless pursuit of justice extended beyond Punjab. In April 1995, he presented his findings to Canada’s Parliament, exposing the atrocities committed by the Punjab Police on a global stage. This act made him a target for those he sought to hold accountable. On September 6, 1995, while washing his car outside his home in Amritsar, Khalra was abducted by Punjab Police officers. He endured brutal torture for weeks before being martyred, and his body was discarded near a canal. Despite denials and intimidation by authorities, six police officers were eventually convicted for their involvement in his abduction and murder.

Jaswant Singh Khalra’s work remains a cornerstone of human rights advocacy. His findings were validated by the National Human Rights Commission and the Supreme Court of India. His martyrdom brought global attention to the plight of thousands of Sikh families who continue to seek justice for their loved ones. His wife, Paramjit Kaur Khalra, has carried forward his legacy as a prominent human rights activist.
